Missouri is made up of circuit courts, appellate courts, and the MO Supreme Court.

Reorganization Help

Every two years the Republican party "reorganizes", which means new committee are formed at the county level, and new officers are elected at every level including the state committee and state chair. To properly reorganize, it is critical that all members of the party who are eligible to vote attend the appropriate reorganization meetings. The information below is intended to help with that process. Click any box to learn more about who is included in that particular reorganization voting.

This map is from the MO GOP handbook and is the structure of the Republican party (and any other party in Missouri, as defined by statute). To learn more about any part of this structure, click the appropriate tab on this box. The structure is made up of the following groups.

During reorganization, people run on the primary ballot to be members of the CC. (They can also be appointed by the majority of the committee for vacant positions if they didn't run on the primary ballot.) Following the primary, each of the above groups (other than the RNC) elects new officers on a timetable specified by state statute (115.621). The CC members are automatically also members of the LD their township or ward is located in (sometimes more than one). The CC chair and v.chair and the LD chair and v.chair are involved in electing officers for the SD, CD, and JD districts. It is critical to know what SD, CD, and JD your county or legislative district is connected to because that determines whether the top two officers of your CC and LD are included and therefore have votes. These positions can be involved in shaping the policies of the MO GOP, so every vote counts.

Every county and St Louis City has a central committee (CC) . Find your county's CC chair and email address HERE. View your county's map HERE. Each township or ward can be represented by one man and one woman. View the townships and wards in your county HERE.

People who want to be on the central committee of their political party are *supposed* to file during the primary filing period that runs from the last Tuesday in February through the last Tuesday in March of each primary year. (Primaries occur in even years - 2022, 2024, 2026, etc.) Committee people are considered "elected" when they win their primary and are qualified as defined by statutes (RSMo115.609, 115.613, & 115.349). On reorganization day, defined by RSMo115.621, the new committee elects new officers. For the next two years, any vacant seats can be filled by being appointed by a majority vote of the committee. Only one man and one woman can represent a township or ward. The committee should have bylaws, the legal document for their committee, that includes how member and officer vacancies are handled and any additional criteria needed to qualify to be on the committee. The bylaws continue in effect beyond reorganization until such time as the committee modifies them.

Legislative districts are the districts that state representatives represent in the state legislature. There are a total of 163 LDs in Missouri. Members of the central committee are also members of the legislative district committee where they reside. The MO GOP elects officers for each LD every two years as part of reorganization.

Here are four legislative districts shown on the map on the left: 55, 56, 62, and 125. The committee people in Vernon County are members of LD125. Bates County has two LDs, 125 and 62. Those committee people who live in the blue southern area of Bates are committee people for LD125. Those committee people living in the pink northern area of Bates are members of LD62. Cass county has three LDs: 55, 56, and 62.

On the date specified by the statute (RSMo115.621) the legislative committee meets and elects new officers. Those individuals living in the same LD vote on the new officers. If your township, ward, or precinct crosses over two LDs, members of that township vote in both LDs. (RSMo115.619)

The SD committee has another responsibility, that of electing one man and one woman from their SD to represent the SD on the MRSC (the state committee of the Republican party).

There are 34 senate districts in Missouri. Each one is represented by a state senator in Jeff City. The MO GOP elects officers for each SD every two years as part of reorganization. You can view the officer information for your county HERE.

The purple area on the map is Senate District (SD) 31. It consists of three entire counties: Johnson, Cass, and Bates. The MO GOP has committees that represent those districts for the party. Should a senator leave office for any reason, creating a vacancy in that SD, the political party matching the senator's party makes a recommendation to the governor for a replacement. (In some cases, a special election may be called, but that has no bearing on this discussion.) The governor doesn't have to accept the recommendation, but the party is making its wishes known. The group that makes that recommendation is the SD committee. The SD members are the chairs and v.chairs of the CCs and LDs who have any portion of their county or legislative district inside that SD.

In SD31 the people who would meet would include the CC chairs and v.chairs of Bates, Cass, and Johnson County and also the chairs and v.chairs of the following LDs:
55 - in Cass County
56 - in Cass County
62 - In Cass and Bates Counties
125 - In Bates County (The chair & v.chair might live in Vernon County, but they represent the entire LD and are included in any SD31 meeting that is called. See the next paragraph.)
54 - In Johnson County
57 - In Johnson County (The chair and v.chair might live in Pettis or Johnson county, but they represent the entire LD and are included when a SD31 meeting occurs. See the info below.)

Note that the officers representing the LD may not actually live in the same SD. For instance the officers of LD125 might actually live in Vernon County (next county south of Bates), but since their LD extends to Bates County, and those officers are officers of the entire LD, they would be included in the voting for a replacement senator for SD31. If that were not the case, then all those Republican citizens living in the southern half of Bates county would be missing two voting members who will cast votes to recommend a replacement for a vacated Senate seat.

The members of LD125 would also have votes in SD28 because Vernon County belongs to that SD. Similarly, the LD57 chair and v.chair have votes in SD31 because of Johnson County, and also in SD28 because Pettis and Benton counties are in the SD28 senatorial district.

Following the primary, at a time specified by RSMO115.621, the members of the SD meet to elect new officers. The people meeting include the chairs and v.chairs of the CCs and LDs described above.

CDs are the districts represented by US Congressmen. There are 8 CDs in Missouri. The MO GOP hierarchy includes officers for each CD that are elected every two years as part of reorganization. You can view the officer information for your county HERE.

CD4 consists of all or parts of 24 counties. (Partial counties include Jackson, Boone, and Webster.) If a vacancy should occur in the US House for this district, the Republican party's CD committee would meet to make a recommendation to the governor for a replacement for that position until an election occurs. As with the SD, the members of the CD committee include the chairs and v.chairs of the CCs and LDs who are included inside the CD, in whole or in part.

The chairs and v.chairs from the following CCs would be included in any vote: Jackson, Cass, Bates, Vernon, Barton, Dade, Cedar, St. Clair, Henry, Johnson, Lafayette, Saline, Pettis, Benton, Hickory, Polk, Dallas, Webster, Laclede, Pulaski, Camden, Morgan, Howard, and Boone.

The chairs and v.chairs from the following LDs that are inside CD4 would also be included:

There are 46 Judicial Districts (JD) in Missouri. These are the circuit courts that exist in each county and in St Louis City. The MO GOP elects officers for each JD every two years as part of reorganization.

JD30 consists of Polk, Hickory, and Dallas county. Should a vacancy occur on the circuit court, the officers of that JD meet and recommend a replacement to the governor. This applies whether the vacancy is a circuit judge or an associate circuit judge since either can be assigned cases in any county in the circuit.

The CC chairs and v.chairs of the counties in the JD30 are members of the JD committee for the Republican party. That would be Hickory, Dallas, and Polk. The chairs and v.chairs of the LDs that are in CD30, either in whole or in part, are also members of the JD committee. That would include LDs 126, 128, and 142.

The Missouri Republican State Committee (MRSC) is elected every two years. It is the newly reorganized SD that casts the votes for the members of the MRSC. The 34 SDs meet at a time prescribed by statute (RSMo115.621) and each SD elects one man and one woman to represent their SD on the state committee. There are 34 seats totally. At the first meeting of the new MRSC, officers are elected who may or may not be one of the newly elected members. However, if an officer is not a member of the MRSC, that individual cannot cast votes on MRSC business other than the chair, who may only vote to make or break tie votes, per Roberts Rules of Order.

There are two Republican National Committee people from each of our 50 states. These members are chosen during the presidential primary years and serve a four year term. In Missouri, the RNC man and woman are elected during the Republican State Convention. There is also a third RNC member for each state, and that position is filled by the current state party chair

Find the CCs and LDs in Your Reorganization District

The information below is intended to help the chairs and vice chairs of county central committees, and those chairs and vice chairs of legislative, senatorial, congressional, and judicial committees understand (1) who is a part of each type of committee, (2) who has voting rights, (3) who are members of the committees who need to be contacted when vacancies occur in elected office, and (4) who are members of the various committees who need to be contacted for reorganization meetings. We would like to thank the many, many patriots who helped us compile the names and contact information in these tables. Currently, the MO GOP does not make this information available to its entire membership, which makes it difficult to communicate effectively. We hope that in the future this policy will change, but until it does, REPACCMO is here to train and support our Republican committees.

Legislative District Reorganization (LD)
The central committee people whose precinct, ward, or township is inside an LD, either in part or in whole, are also automatically members of that LD* (RSMo115.619.1.) and have votes at LD meetings and at reorganization. At reorganization, all LD committee members meet to elect new LD officers. (RSMo116.621.3.) This statute specifies the committee members must meet not earlier than five weeks after each primary election but in no event later than the sixth Saturday after each primary election.

*Example: Bates County includes LD62 and LD125. Those committee people whose townships are in LD125 are voting members of that LD, and those committee people whose townships are in LD62 are voting members of that LD. If a township crosses into both LDs, the committee people of that township are part of both LDs.

Senatorial District Reorganization (SD)

Reorganization occurs, per RSMo115.621, not earlier than four weeks after each primary election but in no event later than the fifth Saturday after each primary election.

There are three tables below. The first looks up the CC officers in the SD, the second looks up the LD officers in the SD, and the thrid lists the current officers for the SD. The SD officers (third table) must contact all the people in the first two tables to be in compliance with the above state statute. All these people need to be contacted for SD meetings and especially for SD reorganization. They all represent citizens in the SD and as such, they ALL have votes.

Congressional District Reorganization (CD)
Click your CD from the dropdown lists to see which counties (CC) and legislative districts (LD) are included. The chairs and v.chairs of the included CCs and LDs districts must all be contacted for meetings of the CD. Reorganization occurs, per RSMo115.621, not earlier than five weeks after each primary election but in no event later than the sixth Saturday after each primary election.

There are three tables below. The first looks up the CC officers in the CD, the second looks up the LD officers in the CD, and the third lists the current officers for the CD. The CD officers (third table) must contact all the people in the first two tables to be in compliance with the above state statute. All these people need to be contacted for CD meetings and especially for CD reorganization. They all represent citizens in the CD and as such, they ALL have votes.
